When I press Confirm Order the page just reloads.
So I log in as VIP customer. VIP group gets free digital downloads. The product discount is set up as $0.
I have Free checkout enabled and it has worked in the past.
It just wont process the order. When I check Customer Activity Report I see that there is a new order.
I open the order and the status is cancelled????

Difficult to say because we can’t test, see anything or know if you have a modification.
The video shows it is disabled .. so that indicates a controller file refusing the transaction .. could be rounding so it looks like 0 but actually 0.0001 ..

Check your PHP error logs on the server (not just the OpenCart error log); they’re usually located in the root of your home directory.
When the confirm button fails like that, it’s typically caused by an issue with sending email or another internal error.
Also, open your browser and use Chrome’s Inspector to see if any JavaScript errors are being thrown in console.

Beside the fact that this site is terrible slowly, produce some errors (see developer console in your browser), if we here should be able to test your checkout give us the opportunity for that.
E.g. create one VIP client, define a product to use - provide that details here .. and then we will see.
No one here wants to waste his time with complicated procedures - the more it will be free if given here.
It's up to you how fast you get then help ..
On the other side you can also hire one of us here and pay for the servie then.
