They can do that if they find buyers. Nothing illegal.

Since Export/Import was explicitly released under GPLv3 there's probably nothing that can be done (unless the license was removed or the code obfuscated) but I believe OpenCart extensions in general are a bit murkier. LGPL was created for libraries.
vQmod licence (GPL 3) need also to be changed as extensions depend of it for running.
The GPL is absolutely incompatible with a commercial extensions business.
Look at other major e-commerce softwares, they are not under GPL.
They should have no dependance between the core and extensions (free or commercial).

I think you are right. I noticed that the GPLv3 allows modifications to its standard license text in the section 7.
