I am using weight-based shipping to calculate the shipping cost for the items but I would like to add a "Registered Mail" option on it so that my customers can pick it and then the final shipping cost will be added US$2.00(registered fee) on the total. How can I do that?

You would simply create another shipping zone in the same way as the other one but call it Registered Post and make the prices $2 higher
