I apologise if this is an easy question to answer, I have had a quick browse of the software and it looks great. I would like to use OpenCart primarily for PayPal and I have a basic postage question.
My site is based in the UK, and say I have a product that costs £3.99. I would like to offer free postage on this item if sold within the UK. For Europe would be £1.25 postage, and rest of the world would be £2.50 postage.
Is this easily implemented?

Yes. Use the zone shipping module.
First set up some Geo Zones in Admin->Configuration->Localisation->Geo Zones
Then click on the yellow folder icon to the left of the zone name and add the actual zones.
Then edit the zone shipping in Extension->Shipping and select that zone as the available zone.
add your price:weight ratio and you're done.
