I can't find any mention if coupons were working or not in 4.0.2.3? None i the ones I create in admin work. the front end says they are applied to the cart but then no discount shows.

Not tested but as a thought before we blame Opencart 4 are you sure you set it up correctly - often users forget to enable it in totals, which might be the reason … worth checking
