Hi,
If a customer has a responsive html website they are already happy with, but want 1 working shop page, can opencart be integrated into the site, or does a new e-commerce (opencart) site need to be built?
If there is some sort of add-in, please point me in the right direction.

You can actually install Opencart into a separate "shop" directory on your existing site.
End result might not exactly match the look and feel of your HTML site.

Opencart 4 in any version is still not recommended for production sites.

The recommended version is currently 3.0.4.0 and it supports php8

I've done this a few times. It works well. With a bit of time and effort you can get your Opencart installation looking similar you your main site.
