Error when register new user

I get this error when I try to register new user. I have opencart 3.0.4.0
Warning: file_get_contents(): SSL operation failed with code 1. OpenSSL Error messages: error:0A000126:SSL routines::unexpected eof while reading in /var/www/html/opencart/catalog/controller/extension/captcha/google.php on line 27
and
Warning: E-Mail Address is already registered!

but that email is not used and I get this whatever I put in for email.
I manage to register 2 users and after that I can not register any user anymore.

Something with extension/captcha/google.php is going sideways.
turn it off and see if the problem goes away. This should get you going then you need to further troubleshoot your error.
I'd say also you have an OpenSSL invalid SSL Cert.
