This error message usually means that the extension .ocmod.zip file is not correctly packaged/set up. Are you sure you are installing the correct extension package? In OpenCart 4, extension .ocmod.zip files must contain an "install.json" file in the root directory of the extension.

Thank you for your response sir, i need modification extension to upload in extension installer, could you please suggest me the right ocmod.zip file to upload in the opencart version 4.0.2.3 extension installer? it will useful to modify the opencart UI. Opencart 4 versions are not suitable for production sites.
Currently the last version that is recommended for production sites is OC3.0.4.0 as it natively supports php8.
This uses ocmod.
There is no ocmod modification system currently for OC4 versions. Although vqmod is available.
OC4 uses events.
The SASS / theme cache clearing has not been removed from OC4 and is still found in the dashboard.
Mac and Windows are different.
If your server is caching or you have some other system / theme caching it wont make any difference unless you clear that.
