OC 3.0.4.0 Editing Order With Coupon Sets Off Anti-Fraud

I know this is a known "quirk" of the anti-fraud system according to this very long thread on github https://github.com/opencart/opencart/issues/3657

We are experiencing on our site frequently. Whenever my team edits an order that was placed (like remove an item, add an item, change a shipping address), if it has a coupon, the anti-fraud kicks in.

Now, the coupon is set to 999 uses and uses by customer. So that's not an issue.

Anyone know if the above solution would still work with OC 3.0.4.0? To disable the coupon ant-fraud. It does not serve us and every order manually checked anyway.
