I have installed now Opencart 3.0.3.8 and whatever extension I upload it doesn't work. I have enabled it and doesn't show up.
Extension for cookies, or some template all is uploaded but I can't see it and not working at all.
And there is no errors under Maintenance.
As you know OC4 is not for production, presumably you have now changed to OC3.0.3.8.
Since it appears this is a new site (OC3.0.4.0 would be a better choice since it supports php8 which will soon be a requirement)

All of that aside - 3.0.3.8 is a great OC version and not everything works, but it is a pretty perfectly functioning OC version.
At a guess, you are trying to use OC3.0.3.8 on php8. You cant.
Upgrade to OC3.0.4.0 as advised above.
Another possibility is that you are installing extensions for OC4 on OC3.
I am sure there are many other possibilities, but until you provide more detailed information it is all guess work.

Basically: extensions made for 3.0.3.8 should also work with 3.0.4.0 - if the deveoper did a good job!
The main difference between 3.0.3.8 and 3.0.4.0 is, latter IS compatible with php 8.x - the previous not.
And because 3.0.4.0 is an official release, extension wont work with that version you can demand updates.
If the develeoper then does not want, ask the community here.
