Is STARTTLS active?

Having trouble with sending email from my site through the SMTP server of my host. They want to know if STARTTLS is active? How do I verify this?

STARTTLS is a command issued by the client to tell the server to upgrade the connection from non-secure to secure, so "active" is a rather strange perception.
If you use SMTP and your host entry starts with tls:// then OC will indeed issue that command, whether the server will/can comply is another matter.
