My Paypal account is not allowing to charge my customers in local currency. I will have to bill them in USD. The issue is I want to display the product price Shipping charges etc in local currency and bill them in USD. how can I do this ?

Put a banner at the top of your site that states
"PAYMENT WILL BE TAKEN IN USD ACCORDING TO THE CURRENT RATE OF EXCHANGE"
and add it to your terms and conditions that must be clicked on checkout.

Thank you. My problem is I am getting error on paypal. it says.
Receiving country does not support the transaction currency.

You can add currencies in PayPal.

If PayPal does not support your currency, use a payment gateway more suited to your country.

It is not just accepting payments in local currency but according to PayPal you will not be able to receive money in SriLanka.
Is you point here that you want to charge in LKR collect in USD and have a bank account in say the US?

It is possible of course, you can post yor request viewforum.php?f=88 and get some quotes, but if you have any reasonable amount of traffic I suspect you will need to pay for a live currency convertor. Currency is very time factored so probably have to display both currencies (depending on the laws in SriLanka) and you will have to add rate of exchange charges to your costs - it does seem like an expensive way to do things when you could just use a payment system that is supported in your country like https://www.payhere.lk/ or https://webxpay.co/
