Same problem is also with OC3, Featured products, Best Sellers, only adds 1 to the cart,
If you don't know how many item the customer wants to order then why let him add 1 to the cart, and then tell the customer you need to order the minimum amount.
If minimum order or options is set for a product then it should be redirected to the product page, where they will know more on the quantity and other options they can order.
