Free shipping except for 2 areas for 1 store

Okay, so trying to figure out a way to handle this. I have 16 multistores and have always offered free shipping on orders over $99, which is fine for all but 1 of my stores. One of them sells very heavy cast iron pieces and I just lost a bunch of money when someone ordered one to Hawaii as shipping alone was nearly the cost of the item.

So I'm looking for a shipping solution that will let me restrict free shipping to AK and HI just for that one store and set rates for those 2 states only on that store only. Not finding anything off hand in the marketplace that will do this so thought I would ask you all if you know of one that will? Or have a creative idea for handling this using native oc tools? I use shipping by weight for my stores and run 3.0.3.9

Surely Johnathan's Ultimate Shipping will do it?

Ultimate Shipping definitely would, but for a cheaper option, Formula-Based Shipping should work. That can do shipping based on total, weight, geo zone, and store so it should work for your needs.

We have our free shipping set to over $99 as well but can’t do that for AK and HI.

I use Total-Based shipping mod which is also from Johnathan for this. It works for us to prevent free shipping to AK and HI.

I just set up a geo zone that does not include AK and HI (also PR and Canada) and then assigned that zone to the TB shipping module. If they enter those 2 states at checkout they don’t see free shipping as an option. We have other rates setup in that mod for sales under $99 but those 2 states don’t see those either. They must use UPS shipping rates from a different extension.
