I am finding some users are going back to the beginning of the checkout process, and removing the payment address information. Our billing/taxes/etc all go buy the payment address, and not shipping address. It seems people know this, and on entry to the checkout they enter it (As it is mandatory). But then once they go further they can go back and empty it out and the checkout allows you to continue.
Any thoughts? Examples attached.

What payment methods? Does your theme or any extensions change the checkout pages? Are they account or guest orders?
We have several payment methods and the glitch is allowed regardless. PayPal, Stripe, etc. It is the standard checkout where you complete a section and the page continues down without reloading.
Once you get to the shipping area, or even the final checkout you can go back steps. It is then, that it allows you to alter what should be mandatory.

I can't recreate the checkout issue, maybe one of your extension is modifying the checkout.
Your screenshot could be the result of someone checking out by using the PayPal buttons. PayPal don't send the payment address in that case, so you won't see it on the order.
