My host transferred my 3.0.3.8 store to a new server and everything went well except for the customer and admin mail is not sending. Host thinks it software script but I think it is new server side problem. Can anyone help me figure out what is wrong! Live store not sending any emails!

To start, SMTP authenticated mail is the way to go. PHPMail is commonly used by spammers so it's going to get flagged by mail servers. I have tested SMTP but after I click submit on my contact form, there is no confirmation screen, it just goes to a blank white screen and no email is received. When I switch back to PHPMail, I get a confirmation screen on the contact form, but still no email is received!

You need to check both your PHP and OpenCart errors logs for both the Mail and SMTP. Also check you outgoing mail server logs to see it the email reached that far. In cPanel it's call Track Delivery.
PHPMail seems to be working now! My host had to request the new server be removed form a blacklist! Apparently, all the new action from setting up the new IP's triggered a red flag somewhere! Thank, folks!!

You need to check your logs and/or display error reporting to find the error message that's being created. Now it working, you may want to check the emails being sent out with a email deliverability checker such as mail-tester.com. Could be that they look like spam, causing a problem.
