i'm trying to test my website to see if i can download a free product that don't require shipping before my customers go to my website to download. the payment method is free checkout, i'm using version 4.0.2.2
how can i make the continue button work?
Better update to the latest OC v.4.0.2.3 Version, to have some problems solved:

This post is some months old, but in case someone has the same issue go check the accounts under system > settings > your store > option.
Under the Account tab there might be the phone required enabled, but the phone field itself to be disabled.
At least that was happening to me and I was struggling to find out what's happening, since the continue button didn't work but no browser or logged errors found anywhere.

It's probably best to use 3.0.3.9 at this point.
