You can do it via the site htaccess file. You can also install Ninja Firewall Pro+ Edition or Cidram on your site and do it from an online control panel:

i am trying to make it by .htaccess,but no good luck .

i went to https://www.ip2location.com/free/visitor-blocker and select "firewall list by country" ,and then at the "download list" ,i select "china" for country option ,"IPV4" for IP version, "Apache2.4 .htaccess deny"for Output Format

and the download to get the code,and added these code to the bottom of .htaccess,

but it seems not work.

Those lists are out of date the moment they are published.
It is futile to block ip addresses or ip ranges as they are sold across country lines on a daily basis, besides, any self respecting and professional hacker uses cloud services located in your very own country.

You still haven't explained to us what kind of attackers you are trying to block from China. Are you dealing with spambots? Or bruteforce attacks? Or other?

@JNeuhoff I'm experiencing both. I've tried blocking at the firewall server level, but some seep through and my host said their country ip blocks aren't great and I should get a third party system running.

Without a raw access log it's hard to say what's going on, or what exactly the attackers are trying to do.
We have successfully dealt with spambots and credit/debit card fraudsters on our own sites, you have to carefully analyze the access log.
