Free Checkout not displaying on all multisites

Version 3.0.3.9
defualt theme
we are using the store credit as a "wallet system" to allocate money to each user. the system was working fine but now the payment is not showing up on one of my sites. I have tried looking through the forum but either can't search or nothing relavent comes up.
This is setup on multi site with different sites with different customer groups. Am i missing a setting because it was showing prior. I didnt really change anything other then adding a ned customer group that can only buy certain products.
