In the Settings page, OC 2.3.0.2 shows that my store url is currently set to http://xxxxx

How can I change that to https://xxxxx instead?

On my host cpanel configuration it says that it's https:// but within OC, it's still http://

When it was originally set up it was http at the time, so needs to be upgraded so the SEO url's are properly indexed by Google, I'm getting lots of silly errors with Google's indexing like canonical errors and duplicates etc.

System/Settings/Server Use SSL = Yes. In your root and admin config.php files make sure all instances of http are https://.

That did it! It was the config file in the admin folder that was still http:, the one in the root was already https:
