I have such problem when. my client website was got hacked. and he was facing same issue.
please request your hosting provider to scan your website or you can manually scan your websites files and folder. and incresome security in your website
Please let me know if you still facing any issue in this.

Possibly a hack, you'd better get your host to do a malware scan ASAP.

I’m also encountering the same issue with my OpenCart setup. Whenever I click on certain links, instead of loading the expected page, a strange window or popup opens underneath, which makes navigation confusing for both me and my customers. I’ve tested this on different browsers and devices, but the problem still appears, so it doesn’t seem to be a browser-specific glitch. I even tried disabling some extensions and clearing cache, but that didn’t resolve the behavior. Call a garage and say “I have a strange light in my car, what’s the fix”
I am not sure if you are expecting help but we do not have a crystal ball. All we can tell you is that as a general comment with no information provided whatsoever - Opencart default that is managed properly does not have any “strange popup”
