For a site with customers from only 4 countries (France, Belgium, Luxembourg, Switzerland), how can we block any registration from other countries ?

Goto System -> Localisation -> Countries and disable all the countries you don't want. There are quick ways to do that. So best to search the forum.
No they will not be able to register an address from any country not enabled.
The issue with blocking is that a person registered in your country may be on holiday or visiting family in another country.
You can often block countries via your host.
