Not in my tests.. OC needs some of its vendor packages updated for PHP 7.4 support refresh your SASS cache under 7.4 and check your error logs. Twig needs updating as well, you will most likely get spacing issues, etc. There are some fixes in the Opencart Pre-Release - Core v3.0.3.4 , but still needs to be tested in 7.4.
Backup and learn how to recover before you make any changes!
I just tested it on OpenCart 3.0.2.0 and 3.0.3.2 with PHP 7.4, and am getting the same errors from the scss.inc.php.
