I am needing to add a zipped file (.zip). Is this an allowable digital download format? If so, is there anywhere I can add it in the admin?

Please see: admin panel / system / settings / edit store, There you will find two fields for allowed file extensions and allowed mime types.

I have already done that but still does not appear in customer account downloads after testing.
