It would be useful for some products to be available without the customer having to register. Downloadables, for example, on a site like ours where we have a mix of shipped items and downloads, allowing the downloads to be available without registering would incentivate potential buyers.

Well, they´re not "sensitive" downloads and freely available. There is another issue though which I didn´t explain so as not to be long winded :-)
Our site has login restricted to our federation members only. Only our members can use the shop. But one of the things they can do in the shop is renew their annual membership by paying for it. HOWEVER, they can´t renew it because the database automatically inactivates their account if they haven´t paid (catch 22). So they either pay their dues in advance before the system kicks them out, or we have to manually process the membership. But if they could buy as a guest, they could renew even if the membership has expired. Does that make sense?

While this might be relative to a one version's opinion, there might be sensitive data for other store owners. That may probably require download groups to distinct which ones are available for downloads for everyone and which ones aren't.
