Unable to upload. can't change logo, add product images or upload extensions.

Fresh Install
Version 4.0.2.3
Default Template/Theme
No Installed Extensions (can't upload anything to install1)
No error messages in error_log
No error messages from OpenCart when I try to upload


1. Folder permissions issue?
Storage directory is outside the webroot:
Storage - Permissions = 0755
backup - Permissions = 0755
cache - Permissions = 0755
download - Permissions = 0755
logs - Permissions = 0755
marketplace - Permissions = 0755
session - Permissions = 0755
upload - Permissions = 0755
vendor - Permissions = 0755
image directory inside webroot:
image - Permissions = 0755
cache - Permissions = 0755
catalog - Permissions = 0755
demo - Permissions = 0755
catalog - Permissions = 0755
demo - Permissions = 0755

2. Incorrect php.ini settings issue?

I can't find this setting anywhere
Set to default, wherever it is.

Tried Firefox (and firefox private window), and Microsoft Edge
7. Image cache folder is full
It's got a few files in it.
8. Server space
45GB free
9. Image size
23.6kB
10. Image dimensions
250px X 190px


I installed a fresh copy of OpenCart
I went to change the store logo, didn't work
I tried to upload a new product image for an demo product. it didn't work
I purchased and downloaded an extension, but couldn't install it because it wouldn't upload.

The upload dialog allows me to select the file I'd like to upload, however after I select the file, nothing. it just sits there.

I see no additional action I'm supposed to take.

Sifting through the forum to see if someone else had solved this. I found some mention of upload problems. not much in solutions. I did find this list of possible reasons, It wasn't much help.

It seems like I saw someone mention that there is a directory that doesn't get created during installation, and you have to go do that manually. is that true? what directory, where?

I could use some help.
Anyone have any ideas on how to troubleshoot this issue?

Well, if you did not get anywhere yet, you should consider to better use this:

It's the last v.3.xx Release, and already proven to work.

Quite a lengthy, but vague problem description. You could start by enabling these PHP settings:
to see whether it produces any error messages to give you some ideas.
