Install fails repeatedly

Trying to install on CLEAN install & updated.

ubuntu 20.04

tried following the official guide here :
https://docs.opencart.com/en-gb/installation/
however, it is for v.3.0.2.0 not 4.0.2.3, and doesn't seem to work.

web-based installer doesn't come up when I go to:http://localip. - get 404 error, and when I don't get 404 just get white page

yes files are in the correct dir /var/www/html. - only site on server
yes permissions to the dir are set correctly.
when I go to the browser and enter the server IP

I get just a white page and no installer at all.

FTP access is not an option as well due to FTP access will not be granted

has bricked the server 4 times already and wasted days

sorry for the limited info however only info I am able to find.

have also tried following this unofficial guide

and get thru to last step with ZERO errors or issues however web-based installer doesn't come up

Installation is the same....
Is not an OC issue if you don't know how to configure an Ubuntu server...
