While I was translating OpenCart English language, I have noticed that there is now folder called cms: /admin/language/en-gb/cms. Does that mean OpenCart has developed their own blog feature that they plan later to release?

The official OpenCart 4.0 blog functionality is not ready, so you are not able to use it. You will need to use a separate extension that is compatible with OpenCart 4.0 for now.
