Open Cart forces American keyboard layout

When using the admin, my keyboard layout switches from UK (English) to the American layout, so @ because ", and vice-versa. This doesn't happen in any other software, so it's localised to Open Cart it seems.

I've never heard of this happening. I can only assume that maybe the locale in your language setting is not matching with the browser so it defaults to en_GB and becomes english. But if you have your locale setup correctly for your language then the browser should detect it correctly and match the correct keyboard
