How to apply discount to multiple groups?

Hi All,
We had created a product with a quality based discount structure. Some time later we added an extension that moved customers who had recently purchased into a different customer group. This was done for marketing purposes. I just realized that those customers who were moved no longer see the discount pricing because apparently the prices were all assigned to the 'default' group. Is there any way to create volume based pricing for all customers without having to enter duplicate discount rules? There should be an "All Groups" option in the drop down, like there is for anything zone related within OC.

Assume each customer groups tier have different discount price,
You can assign different discount price to those customer groups.

That's exactly the problem. I want the same discount structure across all customer groups.
