I'm using 3.0.3.8 maintenance branch with Journal.
Since Paypal has changed a lot especially Paypal Checkout Express and Pro is no longer supported, I think the only package I can use is the official Paypal checkout.
However, it's surprisingly full of bugs and no support.

If you're building up a new shopping cart recently, what is your solution for Paypal?
I've been struggling.

This PayPal ecommerce extension is working fine for the OpenCart framework, your issues may be caused by the usage of the different Journal3 framework which will clash with many extensions. You may have to contact the Journal support, or find a professional developer on the commercial support section of this forum. Or you could use a proper standard-compliant web theme which respects the OpenCart checkout logic.

If you are not already. Use the latest version from the marketplace, the version included in 3.0.3.8 is very buggy. Although even the version in the marketplace has some major bugs.

Could also be that is is not compatible with the Journal checkout.

The PayPal Payments Standard payment extension does work, although it is very basic.

Thanks for the replies.
It cannot get it to connect to Paypal so it failed at the very first step.
I see many people have similar issues in the comment section of the extension but looks like there's no update after that.
Opencart should list out common issues with possible solutions.
I've used Opencart since version 1.5 and I think this issue will prevent new comers to try out Opencart.
I will try again with brand new Opencart 3.
