This module creates a communication bridge between seller and customer to get answers to product and sale-related questions.
All the Messages are shown in the seller and customer account section.
The store owner(admin) can monitor the conversion between the vendor and customer.
This module provides two setting options, the vendor can see customer information or vice versa.
This extension lets you create an email template that sends automatically to customers and vendors.
This editor lets the admin write in simple text format or write an awesome Html template.
The vendor can see a list of all the customer messages with their information.
Message in this can include text, image, video, or file.
This OpenCart welcome introduction popup module is fully compatible with multiple languages.

Almost there. All that would, then, be needed in there would be to add compliance during checkout with payment and shipping service providers with each billing and shipping details based on the selected extension that would be associated with the vendor and the customer and you'd have one of a kind extension.

As per our knowledge, you have a requirement for different payment and shipping methods based on vendors,
So that each vendor can enable and disable their own payment and shipping method

If this is the case, then customers can checkout only one vendor at a time

If this is not what your requirement is then kindly elaborate it in more steps so that we can serve you our best services

It is the case which is what I suggested to implement. At this time, your extension uses 3 out of 5 conformed steps where vendors can effectively communicate with customers and up to the admins to monitor these activities. Therefore, while you are addressing a good point about each vendors to handle the payment and shipping extension statuses (didn't thought of that to be honest), payment and shipping statuses could still be handled by admins, or even perhaps both, with the same ideology whereas the admins would still have the last lead on services being used on each stores.
