Local Delivery available only for certain postal(zip) codes

How would I do something where I have a list of like 15 zip codes and want the shipping to default to a local delivery option if someone lists their shipping address in one of these zip codes?

opencart only does states. To get to the zip code level would require quite a bit of hacking.
