OC 3.0.3.1
My website has two languages
i have different url, title, decription, name, for every language
i have lang="" tag for every language in head of every page
i have canonical tag for every page in every language
but still have dublicate content on search console

I have seo module (seo opencart pro) for hreflang, but does not solve the problem
default language url: mywebsite/product mywebsite/category mywebsite/subcategory
second language url: mywebsite/produkt mywebsite/kategory mywebsite/subkategory
seo module url: mywebsite/en/produkt mywebsite/en/kategory mywebsite/en/subkategory

So, still dublicated content

I Would prefer to add custom code, not to use extension, because most extensions create more problems than they solve (from my exerience)

Where in search console is it telling you its duplicated content
are you sure its not getting mixed up with
www.mydomain.com
mydomain.com
or even http V https

ALSO
Google search console is a very broken and unreliable thing :-)

Yes i am sure it is not the domain or http / https. We have checked almost every duplicated page and it is due to the second language.
Search Console has some issues, i agree, but opencart creates even more

Google will NOT treat 2 pages that are the same BUT in a DIFFERENT LANGUAGE entirely as
Duplicate content - even if it says so in search console. I would not worry about it.
You will NOT be penalised by google for this.

Google has not indexed many of these pages for over a month at least, we had to manually request indexing again, in order to be indexed.
I undestand that there are additional reasons for not indexing quickly, but this only happens to the pages marked as duplicated

Many sites in the last year have been taking a VERY LONG TIME to be indexed
Many people report SEARCH CONSOLE for making the site indexing WORSE than when the site is NOT in SEARCH CONSOLE.
My own experience suggests there may be something in this.
But MANY have complained of painfully SLOW INDEXING.
Especially on NEW sites

You appear to have done a good deal of work and your knowledge on the subject appears good too so I think you have so far done everything you can.
This is directly from Google

Google tries hard to index and show pages with distinct information. This filtering means, for instance, that if your site has a "regular" and "printer" version of each article, and neither of these is blocked with a noindex tag, we'll choose ONE of them to list

I think its this that may be happening to your pages.

Duplicate content on a site is not grounds for action on that site unless it appears that the intent of the duplicate content is to be deceptive and manipulate search engine results.

I hope that delayd indexing is only due to gsc issues, but we will keep looking into this matter.
Thank you for you time

This is what I was looking for took me a while to find it

Use different URLs for different language versions
Google recommends using different URLs for each language version of a page rather than using cookies or browser settings to adjust the content language on the page.

Straightlight or someone else can tell you how this can work in opencart, I am not sure if as standard the language changes the urls

I have read this article some time ago, and we have done almost everything, lang="" tag, different urls for every language, different sitemap for every language.
Only for the hreflang and alternate link we have not find a solution yet, and our seo extension creates new (undesirable) urls for the second language
default language url : mywebsite/product
ours second language url : mywebsite/produkt
extensions second language alternate url: mywebsite/en/produkt

url : mywebsite/product
url: mywebsite/produkt
url: mywebsite/en/produkt
Google DEFINITELY sees these 3 urls as UNIQUE

is the same page, same content, same heading title. Doesn't this affect duplication?

NO you are doing EXACTLY what google asks.
It may be the same content but for language purposes you have done what google asked and given then UNIQUE urls
Your other language code settings etc help google determine this a language change issue and nothing more, in another county google may display a different language url to what you see in YOUR country
