Question about customer's IP address

Hi there,
I am trying to ban a customer from accessing my website, but it seems like some customer could have the same IP, I noticed that with some customers even myself, I tried to check my own account and I saw like 250+ IP addresses under my account and I only use my PC and my smartphone why do I have that much?! So what is the deal here? The customer that I am trying to ban has just used my website once and it says he has 2 IP addresses under his account, I am not sure now how to ban this person, I am afraid that I would ban other customers by banning his IP addresses showing under his account. What do you guys think?

You could ban their email address or perhaps their name or address?

Hmm, is that a defult feature in OpenCart that I am not aware of?

No but I'd imagine there are extensions to do it? Have you searched?
