Redirect loop

Hello,
i am new here, i need some help, please.

I have website with new installation and journal3 !
When i access the site it keeps redirecting to index.php?route=journal3/startup/error

Error log in public_html is empty.
I have activated log reporting;

Code: Select all

display_errors = 1
error_reporting = E_ALL
log_errors = 1;

Log from ocartdata is also empty.

What else can i check or fix?

It seems like an .htaccess error. Can you check if that file exists, and if it does post the rules
