I have seen that in the new version of Opencart the "Welcome" module has been replaced by the module "html content".
Can anyone tell me how it is coupled to a layout (home, category, product, etc ...)?

In your admin, go to "Settings->Design->Layouts" and edit the relevant layout to add the module.

I am unable to add the HTML module to any page because on the drop down it does not show and not able to type it in also.
Any suggestions?

The "HTML Module" works just fine in v2.0.1.1

To use it, you must follow 2 steps:

FIRST: open "Extensions > Module > HTML Module", Enable it.
Enter your code in the text editor.
If html, make sure it is valid html.
If javascript, make sure it is valid javascript.
SAVE.

SECOND: open "System > Design > Layouts".
Select "HTML Module 1" and choose a layout and sort order for the module.
SAVE.

These steps apply to all modules.

I just learned that the modules are placed in a certain position from the Layouts section.

In previous versions of Opencart was different.

Follow Bellow Steps
Step 1 : Login in you oprncart admin panel
Step 2 : Extensions - Extensions
Step 3 : Choose Modules in Drop Down
Step 4 : Click on install button of HTML Content
Step 5 : Click On Edit
Step 6 : Enter Module Name, Description Select Enable Status
Step 7 : Design - Layouts
Step 8 : Edit Layout
Step 9 : Add your module in Content Top
Step 10 : Click On Save Button
