Help on flock, fread, fclose errors

Opencart version 2.3.0.2
I'm getting the following errors. Any thoughts on how to fix this? The errors don't seem to impact anything but I'd like to fix if possible.
I did see another thread on this with a link to https://github.com/opencart/opencart/bl ... e/file.php but there isn't a version number on that file so I don't know if it would work for 2.3.0.2 or not.

You seem to work on a LocalHost environment, and the DB flock
(File locking) Routine does not work, as it looks. But you could just download
the File, you found on Github, and try it out, you cannot ruin anything.
