checkboxes seem to be glitching

Version 2.3.0.2
I have been into the user group settings to check some of the checkboxes in access and modify permissions but I cant check any of the boxes. I have gone into php and myadmin and I can see that there are settings that have been added.

anybody know why these checkboxes might not be working?

Hit F12 and see if there are any errors in the console. This usually means there is a javascript error which likely came from some other mod.
