I just upgraded from opencart 2 to opencart 3.0.2.0 and I have had major issues with Extensions Enabling or Disabling. Whenever you click enable or disable it does not do anything, it just reverts back to the way it was. It will not activate any of my shipping or payment options (Even new ones I just installed for 3.0.2.0) and now my shop is useless and losing sales by the minute!
Ensure to apply all of my bug fixes from the Bug Reports section of the forum regarding modules, payments, shipping and order totals.

Anyway, a common issue is that the user permissions weren't given. Have you checked the user groups?
The best way for upgrading you need make your whole shop working copy on the another directory or sub domain. Upgrade it and if all working fine, move to live server. If you facing some problems and do not want ruin your shop you should ask for the help in commercial support forum. So for now, my suggestion, restore your shop from the backup which you have made.
Please understand, modules you have been installed will not works on the new OC version, if they not match new OC version, they will never be automatically upgraded...
