There are different set of rules between providers where filters may track constant time period for sending emails to avoid SPAM and / or flooding attempts to send emails. If you do have full approval of your host provider, take note that most of the dedicated servers nowadays offers a maximum of 600 emails per day as a maximum range. Sending 1 email per minute means: 60 * 24 = 1440 emails per day which is more than the double limit tolerance. You'd need to send one every three minutes, which makes 480 emails per day, in order for your objective to work with a cron job from your webserver.

The minimum settings per cron tasks are 1 minute. They cannot be instantiated lower than this delay setting with the exception of using bash.
