I hope everyone is well. I have an older version (2.1.0.1) and also have a terrible hosting plan so I am switching that. The host was hacked and my site was affected but they say it is fixed now.
Is is possible to just install the newest Opencart version on the new host and just add my backup and DB files that way or is it better to just transfer the old site and upgrade the site once on the new host?
Any help or advice is appreciated.

Not in that mainstream fashion, no. There are upgrade scripts, I suggest you take a look at the marketplace or look within the forum for migration extensions / scripts. Some developers here offer that service as well.

The reason it is not mainstream is because usually there are custom extensions, themes and so on that alter the default functionality of Opencart, and to which is impossible to properly cover in a way anyone could do it.

Before attempting the try of any scripts, a full backup of the store and database is a must in case of any failures that may occur during the upgrade process.
