Price display option and options grid layout

Hi, I have been asked to create an new opencart website for a B2B clothing retailer. But I have hit a few problems.

Display Price With or Without VAT
The client would like to have the option for the customer to chose how the price is displayed. Either Prices Ex Vat or Prices In VAT. Does not matter if it is a drop down or a radio button, they just want that option. Once selected, the prices change site-wide to be either ex or inc VAT.

I know Opencart has the facility to display the price and underneath the price excluding VAT on the product page, but they do not like that method.

Product Options Grid
As the customer retails garments, and many customers order multiple sizes of the same garment at once. They’d like a Options Grid type layout, so the customer can add multiple size options simultaneously.

I hope you guys can point me in the direction of some already existing mods (free or commercial) to work with OC 2.3.0.2 and the Journal Theme.

Well, there is no Mod, as I know of, to solve your Customers Requests.
It would so be a Custom Job, and then better be placed in the commercial Forum,
because Pro's likely do not check all 'open' Topic's, all the time...
