Change default langue other than English

I'm running OpenCart v2.3.0.2 with Journal2 v2.9.3

I have disabled English language and have set both front end and admin language to French.
English tab continues to appear on the product page and info in the English tab must be filled in otherwise product page won't save and won't close.

Problem was reported in GitHit (https://github.com/opencart/opencart/issues/2721) but ticket item was closed with no useful information or indication whether problem was solved.

Any help or guidance would be appreciated.

It is strange that it was closed without a solution. Nevertheless, there is this workaround:

Also, there's a VQMOD as well:

I have deleted the English language (as opposed to deactivating it) from the localisation list and all is working as expect.
