Just spotted the Geozone for France is missing.
In 1.5 France is there with the ISO2 of FR and ISO3 of FRA
In 2.3.02 there is only France, Metropolitan with the above ISO numbers
In 1.5 France, Metropolitan has the ISO FX and FXX
Is there a quick way to add this as I am missing a large part of my customer base

This is not a bug. According to Wikipedia:
Metropolitan France (French: France métropolitaine or la Métropole), also known as European France, is the part of France in Europe. It comprises mainland France and nearby islands in the Atlantic Ocean, the English Channel (French: la Manche), and the Mediterranean Sea, including Corsica. Overseas France (la France d'outre-mer) is the collective name for the part of France outside Europe: French overseas regions (départements et régions d'outre-mer or DROM),[1] territories (territoires d'outre-mer or TOM), collectivities (collectivités d'outre-mer or COM), and the sui generis collectivity (collectivité sui generis) of New Caledonia.
If you don't want to use French overseas regions then the simply rename Metropolitan France to France.

As far as I remember, in OpenCart 2.3.0.2, the old French regions have been replaced with French departments.

I think the proper approach would be to update your customer's addresses, to be in alignment with the new French departments. We did so recently when updating a Opencart site from 1.5.2.1 to 2.2.0.0, using the Export/Import tool for this.
