Royal Mail shipping module updated for 2016 OC 2.0.3.1

Hi

The in-built Royal Mail shipping module is coded around the 2014 Royal Mail list of countries covered and the services available in those countries.

I've spent a few hours updating the arrays in the Royal Mail shipping file for OC2.0.3.1 so that it matches with the current(2016) list of countries and their available services.

Is there somewhere useful I can put the file to save others having to do it?

It will most likely change in a few months when RM update again in April
