I was wonder what is the different between Paypal express & Paypal standard on opencart 2.3.0.2 ?

Well, Express is related to PayPal Express Checkout, Standard is just a generic PayPal payment form. The latter is available to everyone with PayPal account. Express Checkout though is only for business accounts, if I'm not mistaken.

Not the only. Express is, well... express.
