Hot to set information template for Privacy and Terms page

In checkout page i have the terms and privacy checkbox with link at the terms and privacy pages that opens in same page without any template apply, just a blank page with text

I try to edit this page under design but it seems that is ignoring any design i try to apply

What i would like to do is to open the page in new window and with the same template user for other information page ( with header, footer and so on )

I'm using journal 2 theme
