How to setup different price when Cash On Delivery is selected for paying?

Since shipping methods are selected before payment methods in OpenCart, you can't change the shipping method price based on the payment method choice. What you'll need to get is a payment-based fee extension, like one of these:
• Simple Payment Fee
• Payment-Based Fee/Discount
If you just need a flat rate or percentage fee, the first extension should suffice. If you want a more complex formula, like based on total or weight, then you'd need to get the second extension.
