Stock Not Subtracting OC 2.3.0.2

After a week of running 2.3.0.2 and everything seemed good we have found out that stock has not been subtracting, or rather not subtracting when order status is processing. If I manually change to completed it seems to subtract. However under System > Settings the Order Status and Processing Order Status are both set to Processing.

Paypal is set to mark orders as processing upon payment and that is how they show up.

PLEASE HELP!

Seems like it might be linked to paypal payments standard, i enabled a different payment gateway and it seems to subtract stock properly.
Any ideas why paypal might cause this? Paypal is set to mark orders as processing which it does.

I believe I figured this out, "shipped" was not a "completed" status so it put items back in stock. That is a ridiculous default option.
